Yes, prepaid can be activated even with unpaid bills at another carrier. Even if the phone is suspended, you can apply with a new number by using KakaoTalk or Toss authentication over Wi-Fi. PASS does not work on a canceled line. If you have unpaid KT bills and keep using that phone, choose LG. If it is a different spare or unlocked phone with no unpaid bills, KT works too.
Can I activate with credit delinquency or during personal rehabilitation?
Yes. Prepaid is activated in your own name after identity verification, without a credit check. Whether you can apply yourself depends on whether you have a simple authentication certificate, not on rehabilitation. If you only have financial overdue bills and no telecom overdue bills, postpaid activation is possible, but in a credit delinquency situation, prepaid new sign-up goes more smoothly.
If you used N-Telecom for 3 months or more, you can activate right after cancellation. If less than 3 months, you can activate one month after cancellation. If unpaid N-Telecom bills remain, pay them off first.
